If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) 1) While other potential Responders may have some experience in performing solar cost and value studies for individual markets or utilities, Clean Power Research is the only contractor to have developed a VOST approach that is both rigorously grounded in analysis and adaptable to each unique utility system and market, as determined through the market analysis described below; and
2) The current legislative requirements were informed by and largely influenced by the Austin Energy VOST model that was developed through extensive analytical work by Clean Power Research.
