Assist Commerce staff with the preparation of an Environmental Impact Statement (EIS) for the Minnesota to Iowa 345 kV transmission line project. Such assistance was necessary because of the size and complexity of the project and the permitting timeline for the project.

The Contractor completed the task and duties anticipated by the contract in a timely manner, consistent with the project’s permitting timeline. Approach to project tracking was particularly helpful. However, the Contractor entered the contract knowing that it could not meet the work order’s stated timeline and the initial permitting timeline. The permitting timeline was subsequently modified, for several reasons, such that the Contractor was able to perform its duties in a timely manner.
The quality of work by the Contractor was generally satisfactory. Work, in parts, e.g., the development and presentation of maps, was superior.
Costs for the Contractor’s work were reasonable.
The Contractor’s work was generally satisfactory. Coordination with Commerce staff was very good. The Contractor was responsive to direction and requests by Commerce staff. The Contractor took initiative to resolve issues in development of the EIS. In preparing the EIS, draft sections of the document were submitted by the Contractor in an incomplete form for Commerce staff review, making such review relatively more difficult. However, all reviews were able to be completed in a timely manner and the EIS was timely and adequate.
