Summarize purpose of the contract, including why it was necessary: To contract for the professional technical services of experieced law enforcement officers (may be retired) to encourage and assist state, county, tribal, and municipal law enforcement agencies in increasing their attention to traffic safety and OTS programs. These contractor positions are known as a Law Enforcement Liaison, LEL. the LEL's main funcition is to serve as a link for the OTS to promote participation in the OTS enforcement programs and increase traffic safety prioritization with our law enforcement partners. The message is better received if it is delivered to law enforcement officers by law enforcement officers.

Evaluate the contractor's timeliness Services were performed timely and invoices submitted monthly for services performed.

Evaluate the contractor's quality Bill is a fixture in traffic safety in the metropolitan area. He is knowledgeable in the field and able to communicate that to the Law Enforcement community effectively. He has many meeting in the metro to juggle. He did a very good job of maintaining contact with all the chiefs and sheriffs even with not being able to attend the monthly meetings.
