Provide a dedicated liaison between prosecutors and the traffic safety community to improve successful outcomes in prosecution of traffic safety violations.

Provide continuing professional education opportunities for assistant prosecutors statewide that will improve their ability to effectively prosecute traffic safety violations. The TSRP will provide statewide training or other support for prosecutors in the following areas:
• Prosecuting Misdemeanor and Felony DWI Cases
• Ethical considerations in DWI Cases
• Toxicology
• Crash Investigation
• Other specific traffic court issues as identified by the needs assessment.

Develop and maintain a web-site with materials that contains:
• Information to inform prosecutors on current issues and approaches to traffic safety criminal cases
• Newsletters, articles on legal issues, and/or registration forms for upcoming programs the TSRP is offering
• Contact information for experts related to the prosecution of traffic safety violations
• Information from other states related to the prosecution of traffic safety violations

Provide technical assistance on a case by case basis to Minnesota prosecutors and assistants involved in the prosecution of traffic safety cases through:
• Providing quality and up to date legal reference materials to assist prosecutors and other traffic safety professionals to more effectively prosecute traffic safety cases
• Identifying emerging traffic safety issues to assist prosecutors in effectively prosecuting cases
• Maintenance of a list serve that provides continued update prosecution information
• On-site Case Consultations
• Telephone and e-mail Consultations
• Legal Research Assistance

Be a resource for and a contact with:
• National Association of Prosecutor Coordinators
• National Traffic Law Center
• Other TSRP’s and Prosecutors
• Minnesota Attorney General’s Office
• Minnesota County Attorney’s Association

In the past, requests for proposals have been released and no other entity has responded with a proposal to provide these services. The Minnesota County Attorney’s Office is a non-profit professional association serving all 87 County Attorney Offices for the last 35 years and can uniquely provide these services through their organization. No other organization has the infrastructure in place and is designed to provide resources and training statewide to prosecutors.

The contractor was thorough and the quality of his work was good. He is well respected within the legal community.
The cost was reasonable since most attorneys are paid well over 100.00 per hour this was a reasonable contract.
The contractor’s overall performance has been good. He’s knowledgeable on impaired driving in Minnesota and other states. He keeps up to date on the issues that have affected Minnesota’s Implied Consent law.
