To contract for professional technical services of experienced law enforcement officers (may be retired) to encourage and assist state, county, tribal, and municipal law enforecement agencies in increasing their attention to traffic safety and OTS programs. These contractor positions are known as a Law Enforcement Liaison, or LEL. The LEL's main function is to serve as a link for the OTS to promote participation in the OTS enforcement programs and increase traffic safety prioritization with our law enforcement partners. The message is better received if it is delivered to law enforcement officers by law enforcement officers.

Frank was on time with all his invoices and projects that were assigned to him.
Frank has established a network of Law Enforcement agencies in the Northeast that call on him for information and advice. The Northeast region is very engaged in the program in a big part becasue Frank was out speaking well about it. Walking the talk.
Frank stayed within budget, and costs were similar to other LEL representatives.
He did an excellent job setting up a network in the first year, then using it well in the following years of his contract.
