If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) The contract required a labor organization of statewide scope with strong relationships to multiple labor unions, an established history or working with unionized workers in times of stress, a national outreach, and relationships with community organizations and other partners with experience providing outreach to workers in times of stress. At the time the contract was bid, only the MN-AFL-CIO had the reach and scope of mission required to do the work.

Evaluate the contractor's timeliness The contractor's work was provided on a timely basis. Invoicing has at times been delayed; the contractor has been working to improve these elements.

The Department's needs changed over the course of the contract, which the terms of the contract did not fully cover. The contractor has worked with the Dept. on a new contract with revised deliverables.
