S.P. 0406-59 (TH 2/89 intersection improvements) used FHWA funds and was required to comply with Section 106 of the National Historic Preservation Act. Compliance required the identification and evaluation of any archaeological resources within the project area by someone who meets federal professional qualifications standards (36 CFR 61). MnDOT does not have enough qualified staff member to conduct this type of investigation while maintaining normal workload.
