Summarize purpose of the contract, including why it was necessary: MnDOT reconstructed TH 4 through the City of Cosmos, along an approximate 0.9-mile segment from Southern Cross Avenue (near the south end of town) to the north end of town. The reconstruction project included pavement mill & overlay, sewer and utility relocations/replacements, and construction of various pedestrian enhancements. The purpose of this Contract was to provide assistance to MnDOT in properly managing contaminated soil, groundwater, and waste materials encountered during the construction project and documenting the work.
