Evaluate the contractor's quality Very pleased with the quality of the work, especially given time constraints. (We had hoped to have 12 months to contract/complete this project but in the end we only had 5 months.)

Evaluate the contractor's cost Exceptional value. Even though the contractor's bid was the lowest we received, the contractor's proposal was the one most aligned with our project goals/requirements.
