State plans to reconstruct the TH 43 in Winona. The project includes reconstruction of a new bridge and related approaches from approximately West 5th Street to the Mississippi River (approximately 1,850 feet). Island Number Seventy-Two located north of downtown Winona (also known as Latsch Island) is also included in the project construction limits. The intent of this contract is to provide assistance to the State in completing Additional Phase II Investigation work in advance of planned construction focusing on an area of possible petroleum contamination recently identified during the completion of geotechnical soil borings by others. This information will be used by State to determine final project environmental requirements for construction and to obtain appropriate liability protections when applicable.
