State plans to reconstruct the TH 43 in Winona. The project includes reconstruction of a new bridge and related approaches. The purpose of this contract is to complete a Phase I Environmental Site Assessment Update and a Phase II Drilling Investigation of any suspect areas in the project area including planned right-of-way (ROW) property acquisitions. The purpose of this work is to identify to the extent possible any sources of contamination in the project area that could impact planned construction and related ROW property acquisitions, and to identify the presence, magnitude and extent of contaminated soil and/or groundwater that could affect the project. This information will be used by State to determine final project design plans and specifications.
