After releasing the contractors when the project ended in December 2013, the Minnesota Sex Offender Program (MSOP) identified critical additions that needed to be incorporated into the Phoenix software system (Phoenix is the system that Mr. Shabestari implemented for MSOP in July of 2011). Subsequent assessments showed that the available team members would not be able to fulfill the required features and additions within the allotted timeline. Mr. Shabestari proposed two options, and since hiring temporary-permanent skillset would have taken much longer than anticipated, MSOP decided to proceed with hiring contractors for this work.
