Evaluate the contractor's timeliness The contractor completed the project within the original schedule.

Evaluate the contractor's quality The contractor met all of the work plan objectives, and completed satisfactory reports.

Evaluate the contractor's cost The contractor had a good command of the budget. One amendment was completed to extend the original event-based contract with the addition of outlet and sub-watershed load monitoring sites.

Evaluate the contractor's overall performance The International Water Institute performed the tasks necessary to complete the project and submit the high priority deliverables per contract work plan. Initial mid-term Site Inspection templates were not complete which was resolved following MPCA guidance. Pollutant loads were calculated and delivered per MPCA requirements for sites with available flow data. Staff attended MPCA training and communicated well by telephone, Email and/or weekly call-in meetings. International Water Institute field staff need to spend more time keeping field templates current to allow for efficient MPCA Project Manager review and submittal of data. High priority November 1st data packets were delivered by 10/28/2014 but lower priority deliverables were received after the November 1st deadline.
