If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) This was a Single Source for six months, as the vendor was not a qualified SITE vendor at program inception, and Education had used the vendor for the same work under the 902TS program which had ended on 6/30/2014, to be replaced by the SITE program. The vendor had been an approved 902TS vendor, and had been working on the project for four years. They were not awarded the most recent solicitation, and consequently the business relationship for this project is ending.
