Southwest Minnesota Civic Engagement Cohort Projec

Work is needed to protect and restore the valuable and necessary waters of southwest Minnesota; however, getting the work done is often not easy and at times met with resistance. Research has shown that relationships are necessary to getting the work done and that trust and common ground are needed to build relationships. Civic engagement builds trust, common ground, and relationships, but the skill set to do civic engagement is often not developed sufficiently to reach the intended outcomes.

A civic engagement cohort will be offered in southwest Minnesota to foster partnering and build capacity of local government, organizations, and residents for effective civic engagement in water protection and restoration. This project will build networks and the skill set of local resource professionals to do effective civic engagement work for water restoration and protection. The cohort will be administered through the Minnesota River Board (MRB), established in 1995 with a goal of focusing water management efforts on the local level.

While this work could be performed by a different governmental unit, the MRB is best positioned to lead this effort because the MRB is a trusted organization and has established a network of partners and experience working within the targeted watersheds. They have a proven track record managing grant and contract funds, work well with and involve other local agencies, and consistently involve citizens. They also have a well-established watershed-wide communication network which will aid in facilitating the activities of this workplan.

The contractor did a good job of maintaining the original schedule, and completing the project on time.
The contractor delievered clear and complete reports with excellent data quality. They adhered to program requirements and completed all the work plan objectives.
The contractor had a good command of the budget. One change order was needed to adjust for expenses. One amendment was needed to change the sponsor. There were no problems with invoices.
This project successfully increased Civic Engagement capacity for water planners in southwest Minnesota which should assist water planning and restoration and protection efforts.
