Root River Comprehensive Strategy Development

The Root River Watershed Approach project is a comprehensive undertaking that will address tasks associated with assessment of surface waters, analysis of data, interpretation of southeast Minnesota's karst landscape, stressor identification, TMDL computation, source assessment, and implementation planning. The ultimate deliverable will be a comprehensive strategy document shaped around two goals: (1) satisfying EPA's TMDL requirements, and (2) providing restoration and protection planning for the Root River watershed.

The contractor did not complete the work within the original schedule, however this was due to a delay in MPCA supporting documents. The contractor had good schedule maintenance.
The quality of data and reports received was good. The contractor met the work plan objectives.
The contractor had good budget management. Five change orders were needed due to various rebudgeting of tasks and timelines for deliverables. Two amendments were needed to extend contract expiration by one year. Funds were reallocated based on outside assistance.
Fillmore SWCD continues to be a strong local partner in SE MN. They are reliable and understanding of the watershed approach and the obstacles of overcoming a new program's challenges.
