Summarize purpose of the contract, including why it was necessary: At the request of State agency leaders, Environmental Initiative will convene their agencies, the Clean Water Council (CWC), and other stakeholders to develop a roadmap to clean and sustainable water outcomes for Minnesota. This roadmap will articulate the long-term outcomes, expectations of progress and measures of success toward our shared vision of clean, sustainably managed water resources across Minnesota, and to improve communication to multiple audiences, including decision-makers, stakeholders, media, and the public. The roadmap will help guide decisions on future Clean Water Fund spending.

The history is particularly important to bring new participants to an equal understanding and makes EI uniquely qualified to provide this service. It's critical to have an independent, trusted, outside facilitator who has knowledge of the history and organizational dynamics.
