This project will be constructed by the City of Robbinsdale by way of a cooperative agreement with the Shingle Creek Watershed Management Commission. Monitoring and semi-annual reports will be provided by the Commission's technical staff. The goals of this project is to reduce summer average surface total phosphorus and chlorophyll-a concentration, and to improve Secchi transparency from the current summer average. This project will sigificantly imrpove water quality and clarity in Crystal Lake.

The project was initially postponed to allow completion of a different, but related BMP. This was okay, until the interest by the city in doing the project was subsequently given no priority for completion or amendment.
The contractor did not provide any deliverables, and did an unsatisfactory job of adhering to program requirements.
No funds were used in the duration of this contract.
No activities were undertaken for the project and no funds were expended. The project appeared to be a very low priority for the grantee and its partner. Given no action for two years, the contract for the project was cancelled. Several of the items above were, therefore, difficult to rate.
