This is a continuation of Phase I of the Intensive Watershed Monitoring for the Mississippi River Saint Cloud watershed project. The purpose of this project is to create an implementation plan that will prescribe restoration and protection strategies for the surface water resources within the Saint Cloud watershed.

The contractor did not complete the project within the original schedule, however this was due to MPCA-initiated project changes that impacted the schedule. An amendment was completed (#1) in April 2013 to add additional time to the project schedule. This project was one of the early starts for Major Watershed Projects for CWL funds and during contract development it took a significant amount of time to get the funds in the system, thus the project got off to a late start. Also the MPCA was still in the learning process on how these early Watershed Restoration and Protection projects would develop over time.
The quality of deliverables was excellent.
The contractor had excellent budget management and was very accurate with their invoicing. Two amendments and five change orders were needed to account for project changes.
The Sherburne SWCD is Local Government Unit leading the local effort in contributing to the development of the WRAPS report. This amendment will help support their efforts in developing the report and addressing the new legislative requirements for these reports. The Sherburne SWCD has had a very good history of successfully completing projects for the MPCA and the State of Minnesota. The Sherburne SWCD staff is very responsible, communicate well with project partners and continue to complete work at a high level for the MPCA.
