Evaluate the contractor's timeliness The contractor had excellent schedule maintenance and delivered the deliverables on time. The project was not completed within the original schedule, however this was due to MPCA-initiated project changes that impacted the schedule.

Evaluate the contractor's quality The contractor's deliverables were of excellent quality, and the contracto goals were accomplished.

Evaluate the contractor's cost The contractor had excellent budget management: there were no disputed or incorrectly-submitted invoices.
