If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) The BCA needs Unisys to modify its current security methods (Authentication, Authorization) to allow the identification of the specific user requesting access to the services exposed to be captured and vetted with the BCA’s new Single Sign-on (SSO) and included in the audit information when accessing services through LEMS Framework. Due to the proprietary nature of the LEMS product Unisys is the only staff knowledgeable to perform the development work.Unisys Corporation is the only contractor/vendor that can provide the LEMS modifications because LEMS is a Unisys product which only Unisys is licensed to modify.
