This local watershed group is clearly and legitimately the single source to conduct TMDL work within this watershed. The Itasca County Soil an Water Conservation District is the only unit of government currently working in the watershed with the required authority and expertise. It will work with other partners as necessary to complete these tasks.

The contractor had some staffing problems, which led to delays in the project.
The contractor provided satisfactory data and adhered to program requirements. Delieverables, when received, were of satisfactory quality.
The contractor had satisfactory budget development and management. One amendment was needed to add funds to the project. A second amendment is in progress and will extend the time frame of the project.
The contractor has done a good job managing the project. A problem arose with the subcontractor's principal took an unforseen four-month leave. The principal is back to work and the final draft of the TMDL and Implementation Plan will be delivered April 1, 2010.
