The work was not completed by the legislative deadline; however this was due to extenuating circumstances. The contractor asked for and received additional time to incorporate multiple oil price scenarios after oil prices dropped substantially in late 2014.
The quality of the work was very good. The contractor brought expertise in several areas (petroleum industry, transportation, agriculture, and economic analysis) to the table. All personnel were highly skilled in their field, which brought a breadth to the quality of the analysis.
The cost of the project was reasonable given the extensive analysis required.
IHS' overall performance was very good. They could have stuck to the contract when oil prices declined, but they wanted the product to be relevant, so they provided three scenarios. This resulted in a far superior end product.
