The purpose of this contract was to provide concept alternatives for managed lane connections along a nine mile segment of I-94 between downtown Minneapolis and downtown St. Paul, including the I-94/T.H. 280 interchange.
Based upon workload and the special nature of some of the required tasks, internal resources were not available to complete the work for this project.

PB delivered tasks in a timely fashion.
The contractor delivered the project quality that was needed for each of the tasks, which varied by task.
This was a fixed contract cost.
I believe that PB did a good job overall. While there was a bit of an issue is how some material was presented, I believe all associated with the project were satisfied with their work. This project was required to deliver results that were not popular which contributed to this factor. PB did provide work beyond the limit of what was billed in order to wrap up the project.
