Summarize purpose of the contract, including why it was necessary: Developing LRRB Need Statements for Fiscal Year 2022

Annually, the LRRB proactively solicits ideas for future research via listening sessions at meetings throughout the state. The
cities and counties of Minnesota are then asked to provide input on which ideas are important to them via an online polling
process. This data is then used within a prioritizing process by the LRRB to determine which ideas should move forward to
having Need Statements developed. Need Statements are a communication tool used to help relate the practitioners’ need to
potential researchers. On an annual basis the LRRB produces 20-30 Need Statements. The purpose of this contract was to
facilitate and develop the Need Statements. MnDOT needs to contract for need statement development because the agency has
insufficient staffing to do this work. In addition, the LRRB Outreach Committee prefers to use an engineering communications
consultant to perform the specific tasks outlined in the contract due the consultant’s knowledge and experience with the
engineering community.
