Evaluate the contractor's quality Quality of work was excellent, thorough and well thought through. GrayHall helped the ICHRP collaborative to found a non-profit to continue the work, which allowed DHS to end this PT contract early.

Evaluate the contractor's cost Cost was very reasonable, especially considering the contractor's qualifications and skills.
