The STATE was in need of planning, technical and business implementation support for the Centers for Medicare and Medicaid Services (CMS) MN Electronic Health Record Incentive Program (MEIP) which includes consulting services:
To provide technical Health Information Technology (HIT) architectural and business level expertise for DHS's Encounter Alert System (EAS) to expand and integrate standards-based health information to improve communication between and among DHS, Lead Agencies, and MA providers.
To inform requirements and development activity related to interaction between EAS infrastructure and DHS systems.
To provide expert knowledge of HIT standards including development, adoption and implementation of new HIT standards.

Contractor was consistently available to provide consultation as needed and provided requested deliverables in a timely manner.
The quality of the contractor's work was extremely high. His comprehensive understanding of technology, especially Health Information Technology, along with his strong writing and speaking skills led to the production of an effective Request for Proposals for Minnesota's Encounter Alert Service. He was instrumental in helping us run the proposal review process and provided invaluable insights about HIT that resulted in a library of custom information about HIT issues such as encounter alerting, interoperability and many other topics which are available for DHS going forward.
Contract's hourly rate was in line with the costs of similar consultants with his skill set.
The overall performance of this contractor was excellent - he provided a level of expertise and support that helped ensure success for the Encounter Alert System project and that greatly deepened the knowledge of HIT standards and their potential to positively impact the work of the enterprise.
