Evaluate the contractor's timeliness The contractor had reported that they were on track to spend and finish the project;

Evaluate the contractor's quality good - the main person that worked on this left the state in the middle which may be why some things were not delivered due to that vacancy

Evaluate the contractor's cost They did not complete the entire project so only spent $28,664 of the $65,00 allocated but were able to provide the majority of the product, but not enhancements if needed
