The Minnesota Migrant Education Program (MEP), administered by the Minnesota Department of Education (MDE), is authorized under Title I, Part C of the Elementary and Secondary Education Act (ESEA) of 1965, reauthorized in 2015 as the Every Student Succeeds Act (ESSA). The purpose of the MEP is to meet the unique educational needs of migratory children and their families in order to ensure that migrant students reach challenging academic standards and graduate high school. Specifically, the goal of the MEP is to design programs to help migratory children overcome educational disruption, cultural and language barriers, social isolation, health-related problems, and other factors inhibiting migratory children from doing well in school and making the transition to postsecondary education or employment.
Given the context stated above, the purpose of this contract was to conduct a statewide comprehensive needs assessment (CNA), develop a service delivery plan (SDP), and provide evaluation for services provided to migrant students and families as required under federal law (Title I, Part C, Section 1301(4); 1303(e);1304(b)(1) and (2); 1304(c)(5);1304(d);1306(a)(1)(C) and (D); and 34 CFR 200.1-200.8; 200.83; 200.84-200.85).

This project was originally done through the RFP selection process. The contract needed to be extended from July 1, 2022 through September 30, 2022 and was done as a single source while the new RFP was being worked on.
