Summarize purpose of the contract, including why it was necessary: During the COVID-19 pandemic emergency, we contracted with this vendor to provide diagnostic at home saliva test kits for designated employees who were required to perform their job duties through direct services to clients or other physical setting.

The above work was necessary due to the following MMB policy which was in effect for the period in which we contracted the services:

Minnesota Management and Budget - HR/LR Policy# 1446 COVID-19 Proof of Vaccination and Testing: To prevent the transmission of COVID-19 by: requiring proof of COVID-19 vaccination status of agency staff who are assigned to work at the workplace (rather than at-home telework), or otherwise provide agency services outside the staff member's home; and by providing standards and expectations for mandatory testing of agency staff who have not provided proof of full COVID-19 vaccination.

If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) I think the contract was single source with the Department of Health initially, but I'm not completely sure. The justification for this is that this was an emergency contract put in place for testing as part of the State of Minnesota's response to the global COVID-19 pandemic.
