Culture Project Management work that provided guidance and assistance to EMSRB Board and senior leadership in the development and implementation of a strategic plan for developing, coordinating and implementing agency culture initiatives and projects.

The deliverables for this work included: Assisting Executive Director and Board Chair in developing a Board IOPs and ED Performance Evaluation Process and tools; working through the State (SmART) on recruitment/retention processes and efforts, and employee & office place culture improvements; assist leadership in developing internal controls to prevent a reoccurrence of the findings in the OLA report; development and implement Internal Operating Procedures (IOP), as the EMSRB works to address the findings and recommendations from the 2022 Emergency Ambulance Services OLA Report.

The EMSRB had an IA Agreement with MMB/MAD for Kathy Voss to perform similar/related work to that which was being proposed for this PT Contract that ended January of 2022. MAD had a contract with another contractor, in which Kathy Voss was a subcontractor; in January 2022 there was a mutual an amicable contract termination between Ms. Voss and that contractor. Kathy Voss was, then, an independent Consultant. EMSRB reached out to MAD to work with them on a new agreement for these services and they recommended that we do a Single Source with Kathy Voss, since she started this work at the EMRSB, had performed outstanding work and was currently available to perform the work we needed as an independent consultant.

The work Kathy Voss started with the EMSRB under the IA Agreement with MAD had already moved the agency in in the right direction in addressing and making corrections to 19, separate findings in a 2022 Emergency Ambulance Services OLA Report that was released on 2/25/22. Additionally, the EMSRB had a second OLA Audit being performed on the grants, assets and finances and it was expected that there would be a number of findings and suggested corrections/actions from that, too. Any findings MUST be addressed and corrected within a year, at which point there will be a follow-up OLA Audit and committee hearing(s) during next year’s session to evaluate the EMSRB’s progress and future as an agency.

This single source was requested due to time constraints and the Agency and Board’s need for continuity: EMSRB needed to be able to get this work started immediately and be able to build on the work that had already been started without a loss of momentum, or steps taken backward. The time it takes from RFP to executed contract is a lengthy process (up to 6 months) and the Agency only has one year to make drastic changes to the culture, Board IOPs, internal controls, staff reorganization and morale, and work output. Additionally, the EMSRB required services from an individual who is familiar with emergency medical services, the internal operations of the EMS Regulatory Board, and has the background and qualifications to assist with the projects outlined in the contract. Ms. Voss was uniquely suited in meeting all these agency requirements.
