capacity to complete the work itself, it needed to hire a qualified consultant to complete the Section 106 compliance work.

Evaluate the contractor's timeliness There were some issues at the end of the project regarding getting the post-SHPO review deliverables backs to CRU in a timely
manner.
But that was really due to poor communication between M&H and CRU about when those deliverables were needed.
If a situation like that arises again, it would be better for both sides to set up a clear schedule of when the deliverables should
be completed rather than assume when they will/can be submitted.
