The University of Minnesota’s Youth and AIDS Project (YAP) provided a multi-pronged approach to the State’s goal of increasing community understanding and engagement around COVID-19 vaccines among residents of Minnesota. YAP used the framework for existing programs (Medical Case Management, HIV Testing, and Health Education/Risk Reduction programs) to reach current YAP clients and the general adolescent and young adult populations in the Twin Cities area. The majority of YAP's target audience identifies as people of color and LGBTQ+ communities. This framework allowed YAP to reach some of those most vulnerable to the COVID-19 pandemic, including those with compromised immune systems, many of whom are in communities that experience historical distrust of medical systems. YAP rolled out a research study to examine the connection between HIV and COVID-19. All eligible participants in YAP's COVID-19 Community Engagement work were referred to the HIV/COVID-19 research study upon request.

The staff at U of M YAP were rarely on time with invoices and reports. Some of this had to do with working through the U of M finance system, however, e-mails were not always answered in a timely fashion and attendance at meetings was erratic.
The quality of YAPs worked was good.
I think overall their cost was okay.
YAPs overall performance was okay, the first two months of the contract, not much was done and it took them a while to figure out what and how they were going to do the work. It never seemed like they got into a rhythm and sometimes this contract manager felt as if this project was just an after-thought.
