The state was awarded a federal grant, the Preschool Development Grant, which required the state to complete a needs assessment and strategic plan. The work was best suited to be completed by a third-party. The purpose of the contract was to complete community engagement (interviews, focus groups, PhotoVoice), document review, engagement with state agencies and provide trainings and supports to support the completion of a needs assessment and strategic plan, as well as two standalone project reports for Community Resource Hubs and Community Solutions.

Very satisfactory. The contractor met all established deadlines throughout the course of the project. They were communicative about project timelines in order to meet tasks, including ensuring state staff had ample time to review at every milestone and deliverable.
