Parking FlexPass at ABC Ramps: Integrating Parking and Transit Options for Sustainable Mobility

The ABC Ramps, in Federal US Code and in State statute must reduce congestion by encouraging high occupancy vehicle travel
including taking transit and carpooling. The original programs have not been updated in almost 30 years. Carpooling and use
of express buses has declined in recent years. Through an extensive planning process, opportunities were identified to update
the HOV programs to increase HOV travel. One of the ideas is to develop a new product that helps commuters have a daily
choice of what mode to take instead of being locked into a monthly parking contract or a monthly transit pass. The U of M
Humphrey School of Public Affairs applied for and was awarded a $500,000 CMAQ grant from the Metropolitan Council to
develop a new product for the ABC Ramps called Parking FlexPass. The CMAQ grant requires 20% in matching funds of which
MnDOT, using ABC Ramps parking revenue, will provide $100,000.
City and state employees do not have the time or expertise to research, develop, beta test and launch a new product of this
scale. The Humphrey School has pulled together a diverse team of experts in pricing, travel behavior, technical system
integration, transit use, marketing, education, outreach and performance measurement to successfully launch this product.
Furthermore, they are a more appropriate recipient of the CMAQ funds.
