Evaluate the contractor's timeliness Met all deadlines and communicated clearly about time needed to complete work.

Evaluate the contractor's quality Wide variety of skill ranges in the three consultants.
The first consultant was outstanding.
The second consultant was not productive. We would have let him go if he had not left.
The third consultant was a combination of not enough organized work for the consultant to do - along with his rigid insistence that all work be presented to him just as it is supposed to be "in the book". Not very flexible or willing to learn in a team setting. Always wanted to go off by himself and study for hours before coming back with a draft deliverable.
