Evaluate the contractor's timeliness Double Line was always very sensitive to MDE's project deadlines and made every effort to meet them. However, some project deliverables did go over schedule.

Evaluate the contractor's quality The Ed-Fi system that Double Line delivered has been pretty robust and they have provided excellent customer support. However, we need to significantly improve and increase testing of data validation scenarios.

Evaluate the contractor's cost Double Line submitted the lowest quote of the responders for the initial contract, and typically provided reasonable quotes for the many enhancement requests in the contract amendments. However, due to a sustained tight technology job market, the system implementation & support costs increased significantly over the 5 years of the contract.

Evaluate the contractor's overall performance Double Line has been an excellent partner in designing and implementing data collection systems and processes using Ed-Fi to meet MDE's needs. In some cases, this has required revisiting and revising our approach. Double Line's flexibility and adaptability has allowed us to make changes when necessary to keep the project moving forward.
