Summarize purpose of the contract, including why it was necessary: BWSR was given statutory authority to develop an In-Lieu Fee (ILF) wetland mitigation program. A required component of the (ILF) is the development of compensation planning frameworks (CPF) for the State’s Bank Service Areas (BSA)s. This contract was for the development of the CPF for the Upper Mississippi River Watershed Bank Service Area in Minnesota (BSA 5). This effort works towards supporting BWSR mission to support and protect Minnesota’s water and soil resources.
