Summarize purpose of the contract, including why it was necessary: Contractor is needed to provide communications, strategic marketing, business and community engagement work for an
upcoming two-year construction project located on I-94 between Western Avenue and Mounds Boulevard; and on I-35E
between I-94 and University Avenue in St. Paul. Contractor will be responsible for conducting outreach, leading
communications and community engagement. The project activity will cause direct traffic impacts, noise and other various
construction disruptions to nearly have of the city of St Paul's population including several adjoining diverse neighborhoods.
It was critical that nearby community residents, businesses, motorists and government stakeholders find out about the
construction impacts before they occur.
Through this contract work, we intend to create better awareness of this two-year road reconstruction project by
communicating construction impacts and traffic delays in a timely manner to all audiences, promoting the use of the
511/Know Your Route website for accurate up-to-the-minute information and help ease congestion by educating motorists
about alternative modes of travel, flexible schedules, transit and carpooling options.
The contract was necessary to meet the agencies expectation that all work was done with integrity and a commitment to
engaging early on with citizens we serve about the transportation process and the work we do.
After doing extensive demographic and psychographic research of the many communities and neighborhoods that will be
inequitably disrupted by this two-year long construction project. Nearly half of the city of Saint Paul's total population lives in
the project area. Sixty percent of the residents in these neighborhoods are culturally diverse. We needed to provide extensive
engagement and outreach in the area.
