DOC will create contracted partnerships for community outreach workers in regions where greatest
homelessness exists. These workers will support persons on supervision with initial transitional needs and to
locate suitable housing. Criminal justice impacted people and people of color are overrepresented within
homelessness, leaving options to only congregate living settings (if at all). Deploying outreach services to
this population decreases COVID impacts by supporting people into other housing settings or "home."
