If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) Lakes Environmental was the contractor who performed the previous MNRISKs data assessment work contracts for the MNRISKs systems dating back to the 2011 datasets performed in years 2014-2015. The software system the MNRISKs system is based upon is the Lakes Environmental AERMOD air dispersion modeling system and is what has run the all the data processing/diagnostics, and is propriety in its design and specific outputs with Lakes Environmental specializing in these types of data assessments in previous work done as well as this contract duty work.

Had only minor delays mainly due to issues within the input data which were resolved. The summer holiday season in Canada made for a slight delay on final work but was not significant.
