Evaluate the contractor's timeliness Consultant completed items that they could control in a timely manner

Evaluate the contractor's quality Had a hard time tying the solutions into the problem. Seemed like consultant wanted to just discount the safety numbers, but
instead just wanted to talk solutions that may or may not address the safety problem. Dialogue was very focused on scope and
budget of the contract instead of talking about the actual problem and solution. This includes discussions at our bi-weekly PMT
meetings.
The layout process was very basic and seemed like more details could have been provided in the diagrams.
