If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) Sawatch Labs is a premier fleet electrification analytics firm. The company owns a propriety analysis tool that can use the
telematics data that MnDOT already collects to make specific recommendations for which vehicles are good candidates for
replacement with an EV. Sawatch partners with Xcel Energy to conduct analyses for Xcel Energy customers. Through the
partnership, Sawatch provides technical analysis and Xcel reimburses the customer (MnDOT) for the full cost of the analysis.
Sawatch is the only firm that partners with Xcel to provide the free fleet electrification analysis. The agency does not have the
technical expertise to conduct the analysis in-house.
