Evaluate the contractor's quality Average to Good for quality of documents. Excellent for quality of attention to MnDOT

Evaluate the contractor's cost On the high end, but the extra effort was worth alot when extra time was needed, and when work continued longer than
anticipated. The COVID- 19 Pandemic is believed to have caused some time issues since all construction was performed during
the pandemic. Service was worth the cost.
