MnDOT Office of Transit and Active Transportation was looking to better understand how public transit and shared mobility
transportation providers could recover drops in ridership due to COVID-19 more rapidly. We wished to see which strategies and
tactics would help attract riders and restore public confidence in these services. MnDOT did not have the capacity internally to
do this research. The University of Minnesota had the research experience and expertise to complete this research.
