Summarize purpose of the contract, including why it was necessary: The purpose of the Dream Catcher (DC) Project is to reduce disproportionate representation of Indigenous students in Special Education, especially in the category of Emotional or Behavioral Disorders (EBD). The DC trains and supports Indian Home-School Liaison’s (IHSL) or cultural staff to work with special educators to observe and make sense of students’ behavior. This partnership helps schools make better evaluations and include cultural perspectives in decisions made for students. MDE does not have the capacity to deliver this expert level technical assistance on its own, thus requiring a coordinated contract with a partner who does.

Evaluate the contractor's overall performance Overall the contractor’s performance was very satisfactory. We had regular, and prompt feedback from contracted staff with Fond Du Lac Tribal and Community College (FDLTCC), as well as with the consultants associated with the contract. The coordination between FDLTCC staff, FDLTCC contractors and MDE was satisfactory in order to meet the expected deliverables.
