Summarize purpose of the contract, including why it was necessary: West Central Environmental Consultants, Inc. (WCEC) is going to perform a subsurface investigation at the Northeast Otter Tail County (NEOT) Closed Landfill site to delineate the extent of groundwater contamination. This FY23 project is a continuation of the previous work done in FY22. Four (4) monitoring wells will be installed using rotosonic drilling. A State Drilling Contractor will be obtained by bid processes according to the purchasing manual. Following well installation and development, all monitoring wells (new and existing) will be sampled in two sampling events. Groundwater samples will be analyzed for VOCs, PFAS compounds, 1-4 dioxane, RCRA metals, and other parameters. PFAS compounds will be analyzed by the state MDH lab. All other groundwater parameters will be analyzed by a state contracted laboratory. WCEC will perform all services and/or construction as per the purchasing manual.
