Disaster recovery of METS and related systems began as a federal requirement as part of the affordable care act so the initial funding was APD sourced. This is not really P/T so answering the questions as such is confusing.

High Quality services, clear guidelines for obtaining access to the site, quality level of services. They have contracts with some of the same vendors who repair/replace hardware on our equipment which helps as well.
Extremely reasonable and more importantly because we are working with another state as part of a joint powers they understand the requirements that States need to follow much better than vendors. Compliance with IRS, CJIS, CMS and other federal guidelines are activities they already perform as a normal course of practice for their state reducing the friction with vendors over the need to comply with these standards was a huge win for MN.

We have developed a good working relationship with Wisconsin DET and this effort has brought success for MNIT with its DHS and MNSure partners. MMB recently began using services for Disaster recovery and other agencies are leveraging them as well. It has been a win/win for MNIT.
