According to Minnesota Rules, Chapter 1800, prior to licensure as a land surveyor, each applicant must successfully complete a state specific practice examination. The Board must have a valid and reliable, psychometrically defensible local professional practice examination. This contract is necessary to ensure that.

Evaluate the contractor's cost Given the small size of the Board/project it is extremely unlikely (based upon the recent bid for new services) that any other vendor would provide the quality of services for the price. The costs were reasonable and inline with prior such service contracts.
