Summarize purpose of the contract, including why it was necessary: The State ("Covered Entity" participates in a federal drug discount program established under section 340B of the public Health Service Act (“340B Program”) and the State engaged the services of Diamond Drug "Contract Pharmacy" to serve patients eligible to receive 340B discounted drugs ("Covered Entity Patients"), as permitted under 75 Fed. Reg. 10272 (March 5, 2010).

If this was a single source contract, explain why the agency determined there was only a single source for the services (if applicable) The DOC received prescription medications through Diamond Pharmacy as a subcontractor of its Comprehensive Health Care Contractor and with an existing system in place for ordering and distribution of medications in the FY2019-2012 contract and for continuity purposes the distribution of 340B medications was maintained under a single source with the same vendor; using another vendor for 340B purchases would mean that one incarcerated individual could be tracked by two different systems – negating the quality assurance provided by Diamond.
